List the org's guardrails and custom policies, part of the orl CLI for OpenRelay GPU VMs, pods, batches and billing.

orl authz policy list

Returns every guardrail and custom Cedar policy in the organization, enabled or disabled, with its networks, models, endpoints and Cedar text.

This wraps the listPolicies API operation.
